When the internet and email first entered government institutions, there was understandable hesitation. Questions around authenticity, identity, spam, and the reliability of digital communication made many institutions cautious about relying on them for official use. Governments were used to signed documents, sealed envelopes, and clearly traceable processes. Moving communication into the digital world introduced entirely new risks.
Over time, however, we developed the governance layers that made digital communication trustworthy. Digital signatures, PKI infrastructure, cybersecurity standards, and legal frameworks for electronic transactions gradually created the confidence needed for governments to adopt the internet as a core part of public administration. Today, it is difficult to imagine government without email, digital portals, and online services.
Artificial Intelligence now represents a similar turning point. However, the challenge today is not the technology itself, but the readiness of the data ecosystems that support it. Despite rapid advances in AI capabilities, many public sector implementations remain constrained by fragmented, poorly governed, and non-interoperable data environments. Without strong data foundations, AI systems risk producing outcomes that are inconsistent, opaque, and difficult to scale across institutions.
In this context, AI governance cannot be treated as a compliance layer added after deployment. It must be engineered into the design of digital systems, starting with how data is structured, managed, and shared across the public sector.
This shift is reflected in recent global trends. The Stanford AI Index 2025 highlights the rapid acceleration of AI adoption across both public and private sectors, with enterprise usage reaching nearly 78% and global investments exceeding $100 billion in 2024 alone. However, it also points to persistent challenges around data availability, interoperability, and quality—particularly in public sector environments.
Around the world, a governance architecture is beginning to emerge that helps answer this question. It can be understood as six trust layers that enable responsible AI adoption within Digital Public Infrastructure (DPI).

While trust in AI-enabled public systems can be understood through multiple detailed components, it is useful to first view it through a simplified, system-level lens. At a high level, trust can be understood across four interconnected dimensions, each representing a distinct responsibility within the overall system:
Data – Focuses on the quality, integrity, and interoperability of data. This forms the foundation for all AI capabilities, as outcomes are only as reliable as the data they are built on.
Governance – Establishes the policies, controls, and accountability mechanisms that determine how data and AI systems are accessed, used, and regulated.
Intelligence – Represents the AI capabilities themselves, including how insights are generated, validated, and aligned with institutional objectives.
Experience – Defines how AI-driven capabilities are translated into citizen-facing services, ensuring relevance, usability, and trust in outcomes.
These dimensions provide a strategic view of how trust is structured across AI-enabled public systems. A more detailed components outlined below expand on this from an operational perspective, breaking down how these responsibilities are implemented in practice.
The Six Trust Layers Behind AI in Digital Public Infrastructure
AI adoption in government cannot rely on technology alone. Trust must be built deliberately into the systems that support public institutions.
1. Ethical and Policy Foundations
Every AI journey begins with values. Governments must first define the principles that guide how AI should be used in society.
Global initiatives such as the OECD AI Principles and UNESCO’s recommendations on AI ethics emphasize fairness, transparency, accountability, and human-centric design. These frameworks help governments ensure that AI systems respect democratic values and citizens’ rights.
This layer answers a fundamental question: What kind of AI do we want in our societies?
2. Regulation and Legal Guardrails
Once principles are defined, governments establish regulatory boundaries that ensure AI systems operate within the law.
Regulations such as the EU AI Act introduce risk-based approaches to AI governance, identifying which systems are considered high-risk and imposing stricter obligations on those systems.
This layer protects citizens and ensures that innovation does not outpace accountability.
3. Organizational Governance Systems
Policies and regulations must then be translated into institutional practice.
Standards such as ISO/IEC 42001 introduce structured governance systems for AI. Much like information security standards helped organizations manage cyber risks, AI governance standards help institutions manage AI responsibly across its lifecycle.
They establish clear accountability, oversight processes, and continuous monitoring mechanisms within organizations deploying AI.
4. Risk Management Frameworks
Even with governance structures in place, organizations must still actively manage risks associated with AI systems.
Frameworks such as the NIST AI Risk Management Framework help institutions identify, measure, and mitigate risks such as bias, lack of explainability, and system reliability issues. They provide practical guidance on how to evaluate AI systems before and after deployment.
For governments operating critical public services, this layer ensures that AI systems remain reliable and accountable over time.
5. Technical Assurance and Engineering Standards
Responsible AI is not only about governance policies, it must also be built into the technology itself.
Technical assurance practices such as bias testing, model documentation, explainability mechanisms, and algorithmic auditing help ensure that AI systems are technically trustworthy.
This layer connects governance intentions with engineering reality.
6. Operational Infrastructure and Oversight
Finally, AI systems must operate within environments that allow continuous monitoring and accountability.
This includes mechanisms such as governance systems, model monitoring, lifecycle management and human oversight. For Digital Public Infrastructure where systems may serve millions of citizens, these operational controls ensure that AI remains transparent and manageable in real-world deployments.
What this means for future Public Servants
As AI becomes embedded in public sector systems, the role of public servants will also evolve. Rather than replacing human decision-making, well-governed AI systems will increasingly act as decision-support tools that help civil servants analyze information faster, identify patterns, and make more informed policy and operational decisions.
This shift will place new importance on digital literacy, data understanding, and governance awareness within public institutions. Public servants will not only use AI-enabled systems but will also play a critical role in overseeing them, ensuring that automated insights are interpreted responsibly, policies remain fair, and systems continue to operate in alignment with the public interest.
In many ways, the future civil servant will be part administrator, part policy steward, and increasingly a responsible user of intelligent systems designed to augment governance.

Digital Public Infrastructure platforms, such as digital identity systems, health platforms, payment systems, and government registries operate at national scale and often form the backbone of modern digital governance and highly improve on data quality, personalized service delivery and policy development.
Introducing AI into these systems without proper governance could create risks around fairness, accountability, and public trust. But when supported by strong governance layers, AI can become a powerful tool for improving the effectiveness and responsiveness of public institutions.
The goal is not simply to introduce AI into government systems, but to ensure that AI strengthens trust in digital government rather than weakening it.
